PROGRAMME BACKGROUND
IPE Global is one of the partners in the Bihar Technical Assistance and Support Team (BTAST) appointed by DFID to assist the Department of Health (DoH), Social Welfare Department (SWD) and Public Health Engineering Department (PHED), Government of Bihar, to successfully implement the Sector Wide Approach to Strengthening Health in Bihar (SWASTH). The overall objective of this support is to build capacity of DoH, SWD, PHED and local institutions for improved planning, implementation, monitoring and evaluation as well as overall co-ordination across these departments.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Deputy Team Leader– Water and Sanitation shall be based in Bihar and will work in close co-ordination with Team Leader, DTL (Health) and DTL (Nutrition) and DTL (District Teams) in overall strategy development for Bihar Technical Assistance and Support Team (BTAST)
Key Responsibilities:
(1) Directly liason with Public Health and Engineering Department in provision of the TA and keep TL, other DTLs and team members up to date on the partnership with the department;
(2) Manage a small team of experts in areas of Safe Water Provisioning (including rural water supply interventions, treatment, O&M and sustainability issues); Sanitation and Hygiene Behaviour Change (particularly demand-responsive approaches using PRA approaches like Community Led Total Sanitation, social marketing, use of sanitation ladders etc). The DTL would be expected to be an expert in one of these areas and would work with a small team (one to two full time positions and few resource pool members covering remaining areas);
(3) Coordinate and support use of short term national and international consultant from the resource pool.
(4) Work alongside a range of thematic experts in areas like BCC, Gender, Financial Management, Human Resource Management, Monitoring and Evaluation, Procurement, PPP, etc. and ensure coordination of inputs required from them for PHED department;
(5) Promote multi-disciplinary ways of working and ensure technical products are developed with provision of cross-sectoral inputs by the relevant experts;
(6) Ensure all technical products have fulfilled the prescribed cross TAST Quality Assurance process prior to submission to DFID and GoB;
(7) Coordinate all TA requests from PHED and DFID and jointly with Team Leader agree a response and track their progress and ensure smooth team communications with DFID;
(8) Manage communications with all other stakeholders, including development partners, civil society and other TASTs;
(9) Proactive dissemination of all programme activities and products to stakeholders, including coordination of contributions to Pulse newsletter, DFID spotlight and other human interest stories, updating of the web site, and dissemination of technical products produced by TAST;
(10) Participate in the annual planning process for the SWASTH Programme and take lead for the WATSAN component
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Minimum Post-Graduate Degree. Candidates with a PhD will be preferred.
Experience:
Minimum 15 years experience in provision of Technical and Management Support in Water and Sanitation areas at National or State Level
Required Competencies:
(1) Strong leadership and interpersonal skills
(2) Experience of working in large and multi-sectoral teams – must be a team player
(3) Experience of leading teams and engaging at the highest polity level with Principal Secretaries and above.
(4) Familiarity and knowledge of public administration systems
(5) Excellent communication skills in English and Hindi.
(6) Computer proficiency with high level of familiarity with data base management programme and commonly used packages
5. COMPENSATION OFFERED:
Compensation will be in line with the past experience, qualifications and salary
history of the selected candidate and will not be a bar for the best possible
candidate.

Selected candidates shall be offered a 12 month consultancy contract, extendable based on performance..
