1. POSITION(S) VACANT:  District Project Officer - Life Skills Education (2 Vacancies), United Nations Population Fund (UNFPA), Keonjhar and Koraput

2. ORGANIZATION BACKGROUND:

The United Nations Population Fund (UNFPA), formerly the United Nations Fund for Population Activities, is an UN organization working for reproductive rights for all and supports access to a wide range of sexual and reproductive health services including voluntary family planning, maternal health care and comprehensive sexuality education.

Project Background:

UNFPA is partnering with the Scheduled Caste Scheduled Tribe Research and Training Institute (SCSTRTI), STSC Development Department, Government of Odisha, for promoting health, nutrition and wellbeing of students in residential schools. UNFPA has been implementing the Life Skills Education (LSE) Programme in STSC residential schools since the year 2013, to ensure that adolescents from the most marginalized communities experience a healthy, safer and an informed growing-up process.

The second phase of the LSE programme shall include a multi-pronged approach, integrated into the existing tribal residential school system. The project will cover all residential schools under the ST and SC Department with intensive interventions in 13 districts that have a high concentration of ST and SC residential schools. The focus will be on system strengthening for creating an enabling environment and ensuring the health and well-being of adolescents. Life Skills Education shall be imparted to students from 5th to 10th standard, through trained teachers and peer educators in 1,100 residential schools (middle schools, high schools and higher secondary residential schools) in the state of Odisha). Convergence will be established with Health and Family Welfare Department for organizing Adolescent Health Days (AHDs), streamlining Weekly Iron Folic Acid supplementation and tracking health and nutrition of students. Healthy lifestyle will be promoted among students; robust disease surveillance mechanism will be put in place through functionaries of the residential schools and strong linkages established with the health sector, for the prompt referral and management of ill students.

UNFPA is looking for District Project Officers, LSE Programme, who will be placed at the district-level (Keonjhar or Koraput) and work closely with the office of the District Welfare Officer to facilitate implementation and monitoring of the planned activities at the district level.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the District Welfare Officer, the District Project Officers, LSE Programme, shall be responsible for the following:

Key Deliverables:

(A) Programme Review and Monitoring:
(1) Ensure implementation of the planned activities by developing monthly action plans in consultation with district level officials;
(2) Attend district level coordination/review meetings of HMs, present progress of field activities, share grey areas for action by concerned officials and follow-up;
(3) Undertake frequent visits to residential schools as per the approved plan provided by the state level project management unit (PMU), assess quality of life skills education and other mechanisms established in the school for safety, health and wellbeing of the students and report in prescribed formats;
(4) Coordinate with various stakeholders like District Inspector (DI) of Schools SSD, Block Welfare Extension Officers (WEOs), Headmasters and other line department officers for facilitating smooth implementation of the planned initiatives;
(5) Prepare monitoring reports and share with DWO and state TSU on regular basis.

(B) Training and capacity building:
(1) Develop district level training action plan in coordination with the state PMU and ensure the roll out in close coordination with Head Masters, Nodal Teachers and Master Trainers;
(2) Ensure quality of the trainings by facilitating full attendance, pre/post training assessments and availability of master trainers and training material.

(C) Coordination and Convergence:
(1) Apprise the District Collector about the programme on a periodic basis and ensure convergence with the Departments of Health (RBSK, RKSK), Education and Department of Women and Child. Closely interact with district level officials of ITDA, Sarba Sikhya Abhiyan (SSA), Child Protection Cell, National Health Mission to ensure the objectives of the project are met;
(2) Coordinate with the district National Health Mission (NHM), for development of micro plans for organization of Adolescent Health Days (AHDs) in tribal residential schools;
(3) Coordinate with RBSK, Block Medical Officer and Rashtriya Bal Swasthya Karyakram team for organizing of AHDs and health screening of students.

(D) Reporting:
(1) The District Project Officers will prepare analytical monthly progress reports and submit to DWO and PMU by the 5th of every month;
(2) Develop training reports, minutes of the meeting, review reports and share with the state PMU on periodic basis.

(E) Others:
(1) Planning and overall program implementation of health, nutrition and wellbeing at district level;
(2) Organize and participate in the SMDC meetings held in schools and report progress;
(3) Document success stories and case studies of the intervention;
(4) Undertake any other task required under the assignment.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
(1) Candidates must possess a bachelor’s degree, or equivalent, in Science, Sociology, Social Work, or related field of study;
(2) Candidates with a Masters’ Degree in a relevant field, will be at an advantage.

Experience:
(1) At least two years of relevant working experience with Government or NGOs at the district level in the area of adolescent health, nutrition, education, or related subject;
(2) Experience in training and working with adolescents will be an added advantage.

Skills and Competencies:
(1) Ability to communicate (speak and write) in Odia and English is mandatory;
(2) Ability to deal with multiple stakeholders and work in a team;
(3) Working knowledge of MS Word, PowerPoint and Excel is a must;
(4) Good report writing and documentation skills;
(5) Proficient in use of various IT equipment and software e.g. Computer, Laptop, Tablets, Android applications;
(6) The position involves extensive travel to remote locations in tribal districts and applicants must be willing to undertake travel as per the requirement.

5. NATURE OF ENGAGEMENT:

The District Project Officers shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

6. REMEUNERATION & PER DIEMS:

The selected candidate will be paid a consolidated amount of Rs. 40,000 per month. In addition, a monthly allowance of Rs. 2,500 will be paid for Laptop, mobile usage and internet data charges. For field visits, the District Coordinators shall use their own vehicle and will be paid as per the permissible norms.

8. DURATION: The selected candidate shall be issued an initial consultancy contract till December 31, 2019, extendable for 12 months subject to satisfactory performance.
