Chief Executive Officer (CEO)

Women’s Empowerment and Livelihoods Development Programmes

1. POSITION VACANT: Chief Executive Officer (CEO), Women’s Empowerment and Livelihoods Development Programmes, Lucknow

2. ORGANIZATION BACKGROUND:

Our client is a respected, registered, non-profit institution, working in 49 districts of Uttar Pradesh, in the areas of women’s empowerment and livelihoods. Annual outlay by our client on women’s empowerment and livelihoods programme initiatives, is Rs. 30 crores approximately.

3. JOB SUMMARY:

Reporting to the Head of the institution, the CEO for Women’s Empowerment and Livelihoods Development Programmes, shall be independently responsible for programme design, development and management, resource mobilisation and financial management, apart from organisation development and administration.

The institution is well endowed, follows good governance practices and has a strong track record of successful programme delivery.

This is an exciting leadership opportunity for a senior development professional to participate in the transformation of the lives of the poorest of the poor in backward districts of the biggest state in India, by unleashing of latent potential of poor, marginalized and oppressed women and ensuring their empowerment and socio-economic upliftment.

4. KEY JOB RESPONSIBILITIES:

A. Programme Development and Management
(1) Development of overall strategy and perspective plans for deepening and expansion of the programme, with emphasis on sustainable livelihoods, improved health behaviours, financial inclusion and leveraging rights and entitlement;
(2) Lead interventions aimed at social capital building of marginalized women community through SHG institutions;
(3) Integrate behaviour change practices in the overall vision of the programme;
(4) Overall supervision of programme management;
(5) Maintenance of an effective MIS/reporting system; and
(6) Programme review and course correction.

B. Resource Mobilisation
(1) Developing and implementation of a sustainable financial resource mobilisation strategy;
(2) Reporting to donors;
3) Networking with public and private resource institutions.

C. Financial Management
(1) Preparing annual budgets;
(2) Supervising the accounting and financial control functions;
(3) Ensuring timely internal and statutory audits.

D. Organisation Development
(1) Team building, overall human resource development for the programme;
(2) Personnel management.

E. Administration
(1) Overall maintenance of internal administrative systems;
(2) Compliances with various regulatory and statutory provisions applicable to the institution;
(3) Reporting to the institution’s Head Office.

5. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
(1) Post-graduate level education with high academic achievement;
(2) Candidates with degrees in Rural Management/ Rural Development/ Social Work/ Agriculture or allied disciplines would be preferred.

Experience:
(1) Minimum 15 years’ experience in the field of rural development/rural livelihood promotion, of which at least five years must be in a similar leadership position
(2) At least five years’ experience in hands-on, grassroots work, with emphasis on social mobilization through SHG institutions.

Skills and Competencies: 
(1) Sensitivity to the needs of poorest and most marginalized communities;
(2) Strong negotiation, advocacy and communication skills, both written and verbal, including excellent presentation skills in English;
(3) Working knowledge of conversational Hindi is a pre-requisite;
(4) Good track record of developing productive relationships with key stakeholders, including government, donors and community leaders;
(5) Strong attention to detail and deadlines, and the ability to balance multiple, complex, competing and demanding responsibilities;
(6) Keen awareness of environmental trends in the field of livelihoods and of potential opportunities that need to be cultivated and exploited to further programmes’s sphere of influence and achievement of its long-term goals;
(7) Strong values of honesty and integrity; and 
(8) Deep commitment to creating wealth and well-being for the disadvantaged.

6. COMPENSATION OFFERED:

Gross compensation of Rs. 25-30 lacs per annum, on an all-inclusive basis, has been budgeted for the position. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.
